Iowa's Administrative Rules Committee intends to pass an ammendment that will adversely affect people with disabilities by placing a money cap to be spend on their services.

Harry,

I am the sister of a disabled individual, James Perry Davis. Although, due to Guardianship Laws which were recently changed on behalf of myself and Senator Rob Hogg I've been alienated from my brother whom I love and care for since January of 2013. He's my shining star, someone I love and adore. Someone I've been fighting for, and will always fight for. The Iowa Administrative Committee is intending to pass an amendment that will adversely affect people with disabilities by placing a cap on money to be spent on their services.

This is absurd and an atrocity. In the end, this will force service providers to reduce and or eliminate essential services which are needed on a day to day basis for individuals such as my brother. The most vulnerable people, those who are voiceless in our state will face the possibility of placement in state institution. You may not be impacted by this proposed amendment at the current time. However, life can change with the blink of the eye and the unimaginable can take place. I'm fighting not only for my brother, but others like himself that have rights and need to be heard.

Please STOP this proposed amendment. Let's save a life and give the voiceless a voice.

To all victims of guardianship the ACLU wants to take on a case..

The ACLU has made it clear that it is seeking an individual case to represent. This individual must have been or is currently in a guardianship and have the following qualities

• The ability to communicate clearly
• willingness to participate in an ACLU lawsuit
• physical well-being enough to accomplish multiple interviews from the ACLU

WCDC in Washington, IA has not allowed anyone from our family to contact Jim or to visit with him during work hours and have threatened us with trespassing for being on their 'property'. 

This is horrible and Jim should be able to see and speak to any of us at his own will. If you agree with this being political unjust sign the petition!

Intellectual disability is a term used when a person has certain limitations in mental functioning and in skills such as communicating, taking care of him or herself, and social skills. These limitations will cause a child to learn and develop more slowly than a typical child.

Children with intellectual disabilities (sometimes called cognitive disabilities or, previously,  mental retardation) may take longer to learn to speak, walk, and take care of their personal needs such as dressing or eating. They are likely to have trouble learning in school. They will learn, but it will take them longer. There may be some things they cannot learn.

What Causes an Intellectual Disability?

Doctors have found many causes of intellectual disabilities. The most common are:

• Genetic conditions. Sometimes an intellectual disability is caused by abnormal genes inherited from parents, errors when genes combine, or other reasons. Examples of genetic conditions are Down syndrome, fragile X syndrome, and phenylketonuria (PKU).
• Problems during pregnancy. An intellectual disability can result when the baby does not develop inside the mother properly. For example, there may be a problem with the way the baby’s cells divide as it grows. A woman who drinks alcohol or gets an infection like rubella during pregnancy may also have a baby with an intellectual disability.
• Problems at birth. If a baby has problems during labor and birth, such as not getting enough oxygen, he or she may have an intellectual disability.
• Health problems. Diseases like whooping cough, the measles, or meningitis can cause intellectual disabilities. They can also be caused by extreme malnutrition (not eating right), not getting enough medical care, or by being exposed to poisons like lead or mercury.

An intellectual disability is not a disease. You can’t catch an intellectual disability from anyone. It’s also not a type of mental illness, like depression. There is no cure for intellectual disabilities. However, most children with an intellectual disability can learn to do many things. It just takes them more time and effort than other children.

Without you life's not the same. 

Luckily, the day my father died I was informed by a family member of the widow to gather as much as I can or I'd never see it again. My diploma, photos, baby books are all a thing of the past.  I took it upon myself to ask the funeral director for a few ashes from my fathers cremated remains. Kindly, the lovely soul managed to offer a bag which is approximately the size of my pinky.  This small remembrance  is all I  have left of my father and it breaks me to pieces knowing I was never offered his dog tags or other personal belongings.

Not only did I lose my father. I lost my entire step family and my BROTHER who I've known for 28 years. He was my rock. I needed him from closure. For support. To cry with. To talk with. To hug. To do dinner dates. To open presents at Christmas. To laugh and make memories for his nephews upcoming birthdays.

On a positive note the brave military men presented me with a flag in honor of my father's services and simply handed a thinner flag to the widow. <3

We miss you Jim and will "fight" to make things right.
